The revision is designed to reduce the mandatory electricity allocation obligations for Independent Power Producers (IPPs), giving developers greater flexibility in how they plan, operate, and supply power. Officials said this change is expected to make project execution more commercially viable and reduce regulatory constraints for private players.
By easing allocation requirements, the government aims to attract new investments in thermal power generation while also encouraging expansion of existing capacities. The move is seen as part of a broader effort to ensure a more stable and investor-friendly energy ecosystem in the state.
Officials added that the policy update is intended to streamline decision-making, improve sectoral efficiency, and create a more predictable regulatory environment for long-term infrastructure planning in the power sector.
The government believes the reform will support Odisha’s growing industrial demand for reliable electricity while strengthening overall energy security and economic development in the state.
