Rural Learning Assessment 2026 Reveals Learning Gaps, Kangra District, Himachal Pradesh

Dharamshala, July 27: The Enlightened India Foundation has released the full findings of its Kangra Rural Learning Assessment 2026 to the public. Based on direct field assessments of 200 children across 20 villages in the Kangra district, the report has been presented to state and district stakeholders to spark an evidence based community dialogue on the realities of rural education. 'We have presented this data to officials to ensure it reaches decision makers, but our ultimate goal is for the community to recognize these trends. Our survey shows that while children are physically in the classroom, they are losing ground in conceptual understanding, particularly in mathematics, by the time they reach middle school. Crucially, the data proves that government schools serve as the critical backbone of education, especially for rural girls, and possess immense institutional strength that deserves our full recognition and support,' said Smita Choudhary, Lead Researcher & President.

New Survey Reveals Middle School Mathematics 

Key Findings: 

Grade Level Conceptual Expectations: Only 35% of surveyed children met conceptual expectations simultaneously across all three core subjects of English, mathematics, and science. 

Middle School Mathematics Gap: A sharp conceptual decline occurs in mathematics across the board during the upper primary transition of Grades 6 through 8. This collapse is deeply gendered, with female competency dropping to a critical 17% during this stage, compared to 47% for boys. Household Investment Bias: Families heavily favor male children regarding private education and supplementary support. The survey indicates 77% of boys attend private schools versus just 56% of girls, and boys receive private tutoring at significantly higher rates (33.7% compared to 24.3% for girls). 

Government School Reliance: The gender bias in household educational spending forces a heavy reliance on state education for girls, who account for 71% of government school enrollment in the surveyed sample. Government School Resilience: Despite serving a less resourced demographic, government schools demonstrate clear academic strength. While private schools hold a large advantage in English proficiency (85% versus 58%), government school students perform nearly on par with their private school peers in both mathematics (42% versus 46%) and science (65% versus 69%). 

Digital Access versus Utility: Despite 89% of surveyed children reporting regular smartphone and internet access, a mere 5% utilize these devices solely for education. The vast majority of usage is dominated by games and social media, actively competing with the time required for home learning. The Digital Safety Gap: 46% of surveyed children completely lack any form of digital safety training. This severe knowledge gap exposes nearly half the sample to unmoderated digital risks, highlighting an urgent need for structured safety awareness at home and in classrooms. 

Summary of Findings:

The Kangra Rural Learning Assessment 2026 demonstrates that school attendance does not guarantee grade level learning, with upper primary mathematics presenting an acute systemic crisis. While structural investments at home consistently favor male students, government schools demonstrate clear academic resilience, rivaling private institutions in core STEM outcomes and serving as the primary anchor for rural girls' education. Finally, the collision of high smartphone access with overwhelming social media use and absent safety training presents a new, unmanaged barrier to rural learning that requires immediate attention.
